Counter Trafficking Intelligence Network (CTIN)
The Counter Trafficking Intelligence Network (CTIN) is a collaborative initiative comprised of personnel from the Directorates of Strategic Missions, Intelligence, and Protection. CTIN was established to enhance intelligence sharing, operational coordination, and investigative support in the fight against human trafficking, child exploitation, and related transnational criminal activities.
CTIN works in close partnership with the Internet Crimes Against Children (ICAC) Task Force Program, a nationwide network of local, state, tribal, and federal law enforcement agencies dedicated to identifying, investigating, and prosecuting individuals who exploit children through the internet and other digital technologies. Through this partnership, CTIN provides intelligence analysis, information sharing, and operational support that help law enforcement agencies identify offenders, protect victims, and disrupt criminal networks.
In addition to its domestic partnerships, CTIN collaborates with international law enforcement organizations and government agencies to address the global nature of online exploitation and trafficking. By fostering cross-border cooperation, facilitating the exchange of intelligence, and supporting coordinated investigations, CTIN helps strengthen efforts to detect, deter, and dismantle criminal organizations operating across jurisdictions.

Rescue Intervention Group (RIG)
The Rescue Intervention Group (RIG) is comprised of highly trained teams specifically organized and equipped to support search, rescue, recovery, and emergency response operations in a wide range of environments and operational conditions. RIG personnel are selected for their specialized expertise and undergo advanced training in rescue techniques, casualty extraction, emergency medical care, and mission support to ensure rapid and effective response during critical incidents.
RIG teams are capable of deploying independently or in support of larger operational elements, providing essential rescue and medical capabilities in both planned and emergent missions. Their primary responsibilities include locating and extracting injured, trapped, or endangered individuals, delivering immediate lifesaving medical care, and facilitating the safe evacuation of personnel from hazardous or austere environments.
In addition to supporting standalone rescue missions, RIG teams serve as a critical force enabler for Directorate of Strategic Missions (DSM) Special Operations Groups and other partner units. By integrating rescue, recovery, and medical expertise into operational planning and execution, RIG enhances mission effectiveness while helping to mitigate risk to personnel in the field.

Directorate of Strategic Missions
The Directorate of Strategic Missions (DSM), also referred to as the Strategic Missions Program, serves as the operational arm responsible for the planning, coordination, and deployment of specialized personnel capable of supporting high-priority missions in complex and dynamic environments. The Directorate is designed to provide rapid-response capabilities, emergency rescue support, and specialized operational expertise in situations requiring a coordinated and mission-focused approach.
Operating under the oversight and direction of authorized third-party authorities and partner organizations, DSM personnel are trained to function in challenging circumstances where discretion, adaptability, and effective coordination are essential. The Directorate emphasizes strategic planning, operational readiness, and the integration of specialized capabilities to support mission objectives while maintaining compliance with applicable legal, regulatory, and organizational frameworks.
The Strategic Missions Section works closely with domestic and international partner organizations, government agencies, and allied entities to facilitate information sharing, resource coordination, and joint operational efforts. Through these partnerships, DSM is able to support missions that address humanitarian crises, emergency response requirements, public safety concerns, and other strategic objectives across multiple regions and jurisdictions.

Strategic Missions Operations Center
The Strategic Missions Operations Center (SMOC) serves as the central coordination and command element for special operations, strategic initiatives, and mission support activities conducted across multiple regions worldwide. As the primary hub for operational oversight, SMOC is responsible for monitoring ongoing missions, facilitating real-time communication, and ensuring that personnel and resources are effectively aligned to support mission objectives.
SMOC provides comprehensive operational coordination by integrating intelligence, logistics, communications, and mission planning functions into a unified framework. This centralized approach enables decision-makers and field personnel to maintain situational awareness, respond rapidly to evolving conditions, and coordinate efforts across multiple teams, partner organizations, and geographic locations.
A key responsibility of the Operations Center is the deployment and management of mission-support resources. This includes the establishment of temporary operational outposts, mobile command centers, communications infrastructure, and other critical facilities required to sustain operations in both routine and austere environments.
